FTP權限問題

目前我用windows2003的IIS架設FTP
內部用IE可正常存取，
可是外面的使用者用IE存取時會出現無效的使用者及密碼，
如果用正常的command的方式是正常的，
是有哪裡要設定的?

FTP 對外需要同時開 20, 21 兩個 port ，21 傳命令 (command) ，20 傳 Data

Could be passive mode issue, try set IE to active port mode and see if it
works.
