I'm guessing this is applicatoin user permission issue. you need to check if
the default anonymous user has permission to perform the task or not.

Next, you should NOT specify the administrator account as the default
anonymous account. this is a huge risk.

as for your request form value, best is to post it to .asp newsgroups.
